Folkestone Hospitality Development – Noise & Odour Case Study / OdourScope

Folkestone Retrospective Planning Case Study

Specialist noise and odour assessments supporting a retrospective planning application for a commercial kitchen extraction system in Folkestone. This case study demonstrates how coordinated environmental assessments helped address planning concerns relating to noise, odour and neighbouring amenity.

Project Overview

OdourScope was appointed to provide specialist noise and odour consultancy services in support of a retrospective planning application relating to a commercial kitchen extraction system serving a hospitality premises in Folkestone. The development required technical assessment of potential environmental impacts and the suitability of the existing extraction arrangement within a sensitive town-centre environment.

The Challenge

The project involved a retrospective planning application for an existing commercial kitchen extraction system. A particular challenge was the proximity of the extraction discharge point to neighbouring receptors, with the outlet located approximately 3 metres from the nearest window. Such separation distances can increase the potential for both odour and noise impacts and therefore required careful assessment of the extraction system, surrounding environment and available mitigation measures. A robust technical assessment was required to demonstrate whether the system could operate without causing unacceptable impacts on local amenity.

Our Assessment

OdourScope undertook coordinated noise and odour assessments to evaluate the existing extraction system and identify potential impacts on nearby receptors. Particular attention was given to the close proximity of the discharge point to neighbouring windows, the extraction system configuration and the effectiveness of proposed mitigation measures. The odour assessment reviewed extraction performance, discharge arrangements and surrounding land uses, whilst the noise assessment considered the operation of the extraction equipment and associated plant. The assessments demonstrated how the identified risks could be managed through a coordinated mitigation strategy and provided a robust evidence base to support the retrospective planning application.

Key Planning Considerations

A key consideration for the project was the close proximity of the extraction discharge point to neighbouring receptors, with the outlet located approximately 3 metres from the nearest window. This presented a potentially challenging planning scenario in terms of both odour dispersion and noise impact. The assessment therefore focused on the suitability of the existing extraction arrangement, the effectiveness of mitigation measures and the ability of the system to operate without causing unacceptable impacts on neighbouring amenity. The findings provided a clear technical basis for the Local Planning Authority's consideration of the retrospective application.

Outcome

Following submission of the coordinated noise and odour assessments, the principal environmental concerns associated with the extraction system were comprehensively addressed through the recommended mitigation strategy. The reports provided a robust technical justification regarding the operation of the extraction system and demonstrated how potential noise and odour impacts could be effectively controlled. The resulting planning consultation responses were favourable and supported the continued progression of the application through the planning process.
